What is FSC wood, and what does an FSC claim prove?

Updated
Request a Quote

FSC wood is timber that comes from forests certified to the Forest Stewardship Council's standard and that every company in the supply chain has tracked under an FSC chain-of-custody certificate. The label on the product and the claim on the invoice show how much of it is certified. Minh Thanh Plywood explains each label, each code and how to check them before you order.

What is FSC wood?

FSC wood is wood from a forest certified to the Forest Stewardship Council’s management standard, traced through every owner by FSC chain-of-custody certificates until it reaches you. Both layers are needed: certified forest at the start, and an unbroken chain of certified companies to the end product.

The term covers logs, sawn timber, veneer, plywood, furniture and paper. In plywood, the FSC claim applies to the whole panel, faces and core together, and its category tells you how much of the wood is certified.

FSC itself is an international non-profit membership organisation founded in 1993 and based in Bonn. It writes the rules; independent, accredited certification bodies audit the forests and companies against them.

What is FSC timber, and is it different from FSC wood?

FSC timber and FSC wood mean the same thing: forest material with a valid FSC claim. “Timber” is the usual word in the UK, Ireland and Australia, “wood” in the US and in FSC’s own documents. FSC certified timber in a builders’ merchant and FSC wood in a furniture specification follow the same rules.

What changes between products is the claim category. A stack of FSC timber boards may be FSC 100% from one certified forest; an FSC plywood panel is more often FSC Mix, because the veneers come from several forests and the mill blends certified and controlled input.

How does a forest become FSC certified?

A forest becomes FSC certified when an accredited certification body audits its management against the national FSC standard and finds it meets FSC’s ten principles. The ten principles cover legal compliance, workers’ rights, indigenous peoples’ rights, community relations, benefits from the forest, environmental values, management planning, monitoring, high conservation values and how management activities are carried out.

Small forest owners usually certify as a group. In Vietnam, acacia and eucalyptus plantation growers often join a group certificate run by a company or cooperative, which lets households with a few hectares sell FSC logs to veneer and plywood mills.

The forest management certificate runs for five years, with a surveillance audit every year. A forest that fails can be suspended, and its wood stops counting as certified from that date.

What is FSC chain of custody?

FSC chain of custody is the certification that every company buying, processing and selling FSC material must hold to pass the claim on. It proves the company kept certified material identified and did not sell more certified output than its certified input allows.

For plywood, the chain usually runs like this:

  1. Forest group: FSC forest management certificate; sells FSC logs.
  2. Veneer peeler: chain-of-custody certificate; sells FSC veneer with the claim on its invoice.
  3. Plywood mill: chain-of-custody certificate; books certified veneer in, presses panels and sells them with a claim.
  4. Importer or distributor: chain-of-custody certificate if it sells the panels on with a claim.
  5. Furniture or cabinet maker: chain-of-custody certificate if its finished product carries the FSC label.

FSC states on its chain of custody page that “FSC-certified material is identified and tracked” through the chain, and that the certification body conducts annual audits. If one link is missing, the claim stops at that link. The standard for this is FSC-STD-40-004.

What do FSC 100%, FSC Mix and FSC Recycled mean?

The three FSC labels say how the certified share of the product was made up. They are the categories you see on finished goods, and each matches a claim on the invoice:

Label What is inside Typical in plywood
FSC 100% Only wood from FSC-certified forests Rare; needs every veneer certified
FSC Mix Certified wood plus recycled material or FSC Controlled Wood The common plywood claim
FSC Recycled Only reclaimed wood or fibre Particleboard and paper more than plywood

Mills that run FSC Mix can use a percentage system, where the claim states the certified share of a production batch, or a credit system, where certified input earns volume credits that can be sold as “FSC Mix Credit”. Both are audited every year.

For a plywood buyer, FSC Mix Credit is the claim most often quoted. It lets the mill run certified and controlled veneers through the same press line while selling no more certified volume than it bought.

What is FSC Controlled Wood?

FSC Controlled Wood is non-certified wood that a certified company has checked against five unacceptable sources, so it can be mixed into FSC Mix products. The five excluded categories are:

  1. Illegally harvested wood.
  2. Wood harvested in violation of traditional and human rights.
  3. Wood from forests where high conservation values are threatened by management.
  4. Wood from forests being converted to plantations or non-forest use.
  5. Wood from forests where genetically modified trees are planted.

Controlled Wood cannot carry the FSC logo on its own. It appears on invoices as “FSC Controlled Wood” and inside FSC Mix panels. The rule matters in plywood because core veneers often come from many small growers: the mill’s controlled wood system decides which of them can enter the FSC Mix batch.

How do you read an FSC licence code and certificate code?

Every FSC certificate holder has two codes. The certificate code identifies the audit certificate; the trademark licence code identifies the company on labels and promotional material.

Code Format Where you see it What to check
Certificate code Certification body prefix, the letters COC, six digits Invoice and delivery note It is valid and covers plywood
Trademark licence code FSC-C followed by six digits On-product label, pack label, catalogue It belongs to the company selling to you
Forest management code Prefix, the letters FM/COC, digits Log supplier’s invoice to the mill Only relevant inside the mill’s chain

A label with a licence code that belongs to a company other than your supplier is a warning sign. A certificate code that belongs to a sister company or a former owner is another.

What does an FSC claim on a plywood invoice look like?

A valid FSC claim on a plywood invoice names the product, the claim category and the seller’s certificate code, line by line. A correct example reads: “Eucalyptus-core poplar plywood, 1220 × 2440 × 18 mm, FSC Mix Credit, certificate code ABC-COC-000000.”

Check five points on the documents:

  1. Every FSC line carries the claim; non-FSC lines on the same invoice carry none.
  2. The certificate code is the seller’s own.
  3. The packing list or delivery note repeats the claim.
  4. The quantity matches what arrives, sheet for sheet.
  5. The label on the packs, if ordered, carries the right licence code and category.

If your company holds its own chain-of-custody certificate, your auditor will ask for these documents for every FSC purchase.

How do you verify an FSC certificate?

You verify an FSC certificate in the FSC public certificate search, free and open to anyone, reached from fsc.org. Do it when the quotation arrives, not after the container ships.

  1. Search the certificate code from the invoice, or the licence code from the label.
  2. Confirm the status is valid, not suspended, terminated or expired.
  3. Match the company name, country and site with the seller on your contract.
  4. Read the scope: plywood or wood-based panels must be listed, with your claim category.
  5. Save a screenshot with the date in your order file.

If the supplier sells FSC plywood made by another certified mill, both certificates should appear in the trail: the producing mill’s on its invoice to the seller, and the seller’s own on the invoice to you.

What does FSC certification not prove?

FSC certification proves certified forest origin and traceability, not product performance or every legal duty. Three specifications buyers sometimes expect from the logo are separate:

  • EU Deforestation Regulation (EUDR) compliance. FSC does not replace the importer’s due diligence statement or the plot geolocation data it needs.
  • Formaldehyde emission. An FSC panel can be E0 or E2. Emission is proven by CARB P2 / TSCA Title VI certification and chamber tests, which Minh Thanh holds: six ASTM D6007 tests between April 2025 and June 2026 on 9, 15 and 18 mm panels averaged 0.014–0.032 ppm against the 0.05 ppm limit.
  • Quality. Face grade, core quality, glue bond and thickness tolerance are product specifications. Minh Thanh sands furniture panels to ±0.2–0.3 mm, down to ±0.2 mm.

Order each of these as its own line. A certified panel with the wrong emission class is still the wrong panel.

Is FSC certification mandatory for EU plywood imports?

FSC certification is not mandatory for plywood imported into the EU. What the law requires is due diligence under Regulation (EU) 2023/1115, the EU Deforestation Regulation. According to the European Commission, it applies from 30 December 2026 for large and medium operators.

Under that regulation the operator collects the species, quantity, country of production and geolocation of every production plot, assesses risk and files a due diligence statement before customs clearance. FSC information can support the risk assessment. Vietnam is classed as low risk under Implementing Regulation (EU) 2025/1093, which allows simplified due diligence, but the origin data is still needed.

FSC becomes “mandatory” only when your own customer, tender or retail programme makes it a condition. Ask your buyers first, then specify the claim.

Can you get FSC plywood from Vietnam?

Yes, you can get FSC plywood from Vietnam: the country grows acacia and eucalyptus on large plantation areas, FSC group certificates cover a growing part of them, and Vietnamese mills produce FSC Mix plywood with plantation cores. FSC-certified plywood is available* from Minh Thanh, with the claim and the certificate code on the invoice and packing list.

Our furniture panels use white Styrax or Eucalyptus cores from locally grown plantation timber around Ha Hoa, Phu Tho, pressed twice as standard. Faces are chosen from 10+ veneers, mostly EV (engineered veneer), poplar, birch, okoume and pine. The full FSC offer is described on the FSC plywood from Vietnam page.

*Supplied directly or through qualified partner mills.

Which FSC-certified products can a plywood buyer order?

Most plywood types can be supplied as FSC-certified products, as long as certified veneer exists for the face and core species. The usual FSC orders for Vietnamese plywood are:

Product Typical FSC claim Notes
Furniture and interior plywood, poplar or EV faces FSC Mix Credit Most common FSC order
Eucalyptus-faced plywood FSC Mix or FSC 100% Plantation faces and core
Birch or okoume-faced plywood FSC Mix Depends on the imported face veneer’s claim
Film-faced plywood FSC Mix Plantation core, construction use
Cut-to-size panels Same claim as the full panel The claim follows the parts

Ask for the claim per line when you mix specifications in one container, because faces bought from different sources may not all qualify.

How do you order FSC plywood correctly?

Order FSC plywood by putting the claim in the first line of the request for quotation, since the mill has to book certified veneer before pressing. A claim added after production cannot be granted.

  1. Claim category: FSC Mix Credit or FSC 100%.
  2. Documents: claim and certificate code on invoice and packing list.
  3. Labelling: on-pack label, edge stamp or none; send your artwork if your own licence code is used.
  4. Other compliance lines: emission (CARB P2 / TSCA Title VI), the EUDR compliance dossier, bond class.
  5. Product lines: face and grade, core, thickness, size, packing and quantity.

Minimum order is one 40HC with mixed specifications by agreement, and production takes 15–45 days after the 30% deposit. Send your list to [email protected] or through the contact form. Buyer questions, answered

What does FSC stand for?

FSC stands for the Forest Stewardship Council, an international non-profit membership organisation founded in 1993. It sets the standards for FSC forest management and chain-of-custody certification, which accredited certification bodies audit.

Is FSC wood better quality?

No. FSC certification proves how the forest is managed and how the wood was traced, not its strength, grade or appearance. A plywood panel's quality comes from its veneers, core, glue and pressing, which are specified separately.

What is FSC certified plywood?

FSC certified plywood is plywood sold with an FSC claim, such as FSC 100% or FSC Mix, by a company that holds an FSC chain-of-custody certificate. The claim and the seller's certificate code appear on the invoice.

Is FSC certification mandatory for EU plywood imports?

No. EU law does not require FSC. It requires due diligence under the EU Deforestation Regulation, Regulation (EU) 2023/1115. FSC is a voluntary claim that many furniture brands and retailers ask for in their own specifications.

What is the difference between FSC 100% and FSC Mix?

FSC 100% means all the wood comes from FSC-certified forests. FSC Mix means certified wood is combined with recycled material or FSC Controlled Wood, which is non-certified wood from sources checked against five unacceptable categories.

Can FSC Controlled Wood carry the FSC label?

No. FSC Controlled Wood can be mixed into FSC Mix products, but it cannot be sold under the FSC logo on its own. On an invoice it appears as the claim FSC Controlled Wood.

How do I verify an FSC certificate?

Search the certificate code or licence code in the FSC public certificate search. Check that the certificate is valid, that the company and site match your supplier, and that plywood and your claim category are in its scope.

Can I get FSC plywood from Vietnam?

Yes. Vietnam has FSC-certified acacia and eucalyptus plantations that supply plywood mills. At Minh Thanh, FSC-certified plywood is available*, with the claim and certificate code on the invoice.

Does FSC wood meet EUDR requirements?

Not by itself. The EU importer still needs the species, quantity, country and plot geolocation of the wood and its own due diligence statement. Minh Thanh supplies the EUDR compliance dossier, origin records and geolocation files, with orders.

Do I need my own FSC certificate to buy FSC plywood?

No, you can buy FSC plywood without one. You need your own chain-of-custody certificate only if you want to sell the plywood, or products made from it, with an FSC claim to your customers.
